Customer Access and DLA FMWR Eligibility
Welcome to the Defense Logistics Agency Family and Morale, Welfare, and Recreation (FMWR) program. Understanding your DLA MWR eligibility is the first step to taking advantage of our facilities, fitness centers, events, and services we offer to our community. Our programs are designed to enhance the quality of life for service members, civilian employees, and their families.
General DLA FMWR Eligibility Guidelines
Access to DLA MWR facilities is generally determined by your relationship to the Department of Defense. Authorized patrons typically include the following groups:

DLA Family & MWR defines the following as a “family member” as it relates to site access:
Spouse of a sponsor.
- Un-remarried widow or widower of a member or former member of a uniformed service.
- Unmarried child of a sponsor, including an adopted child, stepchild, foster child, or ward, who either –
- Has not passed his/her 21st birthday.
- Is incapable of self-support because of a mental or physical incapacity that existed before that birthday and is (or was at the time of the member’s or former member’s death) in fact dependent on the sponsor for over one-half of his/her support.
- Has not passed his/her 23rd birthday, is enrolled in a full-time course of study in an institution of higher learning ap-proved by a Secretary of an executive department specified in 10 USC Section 1073, and is (or was at the time of the member’s or former member’s death) in fact dependent on the sponsor for over one-half of his/her support.
- Parent or parent-in-law of a sponsor who is (or was at the time of the member’s or former member’s death) in fact dependent on the sponsor for one-half of his/her support and residing in the sponsor’s household
This Family Member Policy entitles authorized patrons to use the following basic FMWR services: fitness center, golf course, Outdoor Recreation (rentals, RV storage, lodging), Information, Tickets and Registration (ITR, subject to additional eligibility requirements). Required Identification
To verify your patron status upon entry, all guests must present a valid Common Access Card (CAC) or Uniformed Services ID card. If you need to update your credentials or sponsor a dependent, please utilize the milConnect portal to manage your Defense Enrollment Eligibility Reporting System (DEERS) records.

Eligibility FAQ’s
Generally, authorized patrons include Active Duty, Reserve, and National Guard service members, military retirees, current Department of Defense (DoD) civilian employees, and their eligible family members. Certain veterans with service-connected disabilities are also granted access.
You will need to present a valid, unexpired Common Access Card (CAC), a Uniformed Services ID card, or a Veteran Health Identification Card (VHIC) that indicates your eligibility status upon entering the facility.
DoD contractor eligibility varies by installation and is often limited to food and beverage facilities. Full access to fitness centers or recreational programs usually depends on the specific terms of the contract and the installation commander’s local policies. Please check with your local DLA MWR office for specific rules regarding contractors.
Guest policies are determined by the local installation commander. In many cases, eligible patrons can sponsor a limited number of guests, but the authorized sponsor must remain with their guests at all times. Contact your local facility to confirm their current guest policy and any base access requirements.
